| | The Palermo Community Day School (CDS) is operated by the Palermo Union School District, Palermo, California. The CDS program is for special "at-risk" students in grades Kindergarten through eighth grades. A CDS program is funded through the necessary small school, funding program. The CDS is like a one-room school, with one teacher, one part-time instructional aide, and upwards of 12 students. Palermo has two CDS programs: one for grades K-7 and one for grades 5-8.
With tougher state expulsion laws and districts zero tolerance policies against drugs, alcohol, and weapons, more and more students were being expelled, without schooling opportunities ("out on the streets"). To address this unsatisfactory situation, the state made available funding for Community Day Schools, especially for districts with under 2500 students. The state wanted these students in some school setting, under adult supervision. | |

| | There are three types of students referred to a CDS program: - Students expelled from a district
- Students referred from a district School Attendance and Review Board
- Students referred by the Butte County Probation Department
Each student has an individualized Rehabilitation Plan, with required weekly counseling and a community service component. Typically a student will be enrolled in the program for one or two semesters. If a student does not satisfactorily complete his/her Rehabilitation Plan, then he/she may stay longer in the program. After the expelled time is up, the student may re-apply back to the school district for readmittance into the regular school setting. The district may or may not accept the student, depending on the Rehabilitation Plan success or failure. | |

| | The CDS program components include: - School district cooperation with the County Office of Education, law enforcement, Probation Department, and human service agency personnel who work with at-risk youth
- Low teacher-pupil ratio
- Individualized assessment and instruction
- Maximum collaboration with school district support service resources, including, but not limited to, school counselors and psychologists, and student discipline personnel.
It is the goal of the program to keep students in school, working to successfully to complete their Rehabilitation Plans and be re-admitted back into the regular school setting. | |

| | 7350 Bulldog Way Palermo, CA 95968 Oroville Elementary School District may place up to six of its K-6 expelled students in the CDS program through interdistrict attendance agreements. A Memorandum of Understanding has been entered into and approved by both districts and Governing Boards. | |
